Manager, Transmission & Distribution Scope Development & Estimating
Job Summary
Provide oversight in the project scope development and estimating (SD&E) process for electric transmission and distribution projects. This includes project scope and estimate planning for future years to meet work planning requirements to successfully execute the capital plan. Responsible for managing an engineering team and maintaining oversight of the activities performed by consultants engineers as required to meet project workload. Develop and maintain processes for estimate workbooks that successfully communicate scopes and estimates for long range planned projects in out years and near-term detailed estimates for regulatory updates and construction planning. Reviews completed projects and integrates lessons learned into SD&E processes for continuous improvement of construction estimates and labor resource planning. Facilitates process governance and SD&E excellence. Ensures effective collaboration with engineering, planning, construction, operations, new business, and other associated departments to provide exemplary project scope development.
Principal Duties and Responsibilities
* Manages an organization that analyzes technical project requirements and available information to develop Statements of Work and Estimates for Projects as requested by Project Sponsors.
* Responsible for development and maintenance of a governance plan defining the process and workflow for generation of detailed project scope and estimates for all projects in the capital plan.
* Application of design standards will be a key driver for scope development. Project scope development will include frequent team field meetings to review and define project scope with key stakeholders.
* Responsible for development, management, and publishing of the project estimating process and work plan to ensure project estimates are identified and planned to meet the regulatory and construction timeline.
* Develop a consistent estimating process utilizing workbooks to capture and disseminate information.
* Leverages internal subject matter experts to develop project estimates based on consistent estimating techniques and levels of accuracy based on the timeline of the project and amount of engineering complete.
* Utilizes a consistent feedback loop to integrate actual project costs into the estimating process for a continuous improvement plan increasing the accuracy of the estimating process.
* Responsible for overseeing the activities of consultants and contractors assigned.
* Report out to the construction, project management and engineering group to provide understanding of project deviations.
* This position will work in a very collaborative manor across multiple groups and outside resources in various leadership positions including Vice Presidents, Managers and individual contributors to receive and provide information associated with project scope and estimated costs.
* Collaborate with multiple engineering groups, asset management, planning, new business, operations, project management, project controls, construction, and other project stakeholders to gather information to develop project scope and estimates that will be integral to the overall capital work plan.
* Establish and assist in setting priorities to meet the group's objectives. Candidates will demonstrate experience in leadership roles, with a clear focus on establishing and meeting aggressive but realistic targets.
* Responsible for managing the workload and schedule and responsible for successful development and integration of the department's scoping and estimating process with emphasis on standards and design basis for integration into the project planning process.
* Communicate and collaborate across departments and organizations within the company and build effective relationships with internal customers.
* Coordinate communication of department activities and facilitate implementation of scoping and estimating as part of standard operating and project practices.

Required Qualifications for Position
- Bachelor's Degree in Engineering / Engineering Technology (ABET Accredited) or Construction Management
- 6+ years of industry experience designing, estimating, or managing Electric Transmission and Distribution projects.
- Demonstrated experience departments outside of T&D engineering but within the project life cycle (i.e. Project Execution, New Business, Planning, Operations, Procurement)
- Proficient in Project Management tools and techniques
- Demonstrated experience and knowledge of electric utility design and construction processes with a willingness to make safety, reliability, and constructability a hallmark of engineering design efforts.
- Demonstrated knowledge of electric utility practices including general substation and line operation and construction practices
- Effective communication skills both written and verbal.
- Attention to detail, direct accountability, and a focus on accomplishment.

Preferred Qualifications for Position
- Professional Engineering license
- Project Management Professional (PMP) Certification
